EVN Warns Against Overcharging Foreigners on Electricity Tariffs in Rental Homes

State utility EVN and consumer protection agencies reminded tenants that maximum retail tier 6 rates stand at 3,350 VND/kWh. Landlords cannot legally charge 4,500–5,000 VND without commercial sub-contracts.

With the arrival of the autumn high season across expat hubs (Da Nang, Nha Trang, Ho Chi Minh City), municipal departments received numerous complaints about rental landlords setting inflated flat electricity fees of 4,500 to 5,000 VND per kWh instead of official state rates.

What Vietnamese Regulations Specify: - Residential units rented to foreigners must be billed either under the progressive 6-tier EVN residential tariff (from 1,893 to 3,350 VND/kWh before VAT) or the official standard flat rate for renters. - Adding arbitrary markups to electricity bills violates fiscal and consumer protection statutes. - Tenants have the full right to inspect monthly meter screenshots directly from the **EVN CSKH** app matching their customer code (Mã khách hàng).
